THATCHER, Ariz. — The Graham County Community College District Governing Board oversees operations at Eastern Arizona College (EAC) and has sworn in two members, Vince Kieffer and Tina C. McMaster, to six-year terms. Kieffer begins his first term, while McMaster starts her third after winning re-election. Both will serve on the five-member Governing Board, which ensures the College’s policies and operations align with the needs of students and the community.
Representing District 5, the largest geographic district — which includes Pima, Fort Thomas, Bonita, and Solomon — Kieffer steps into the role previously held by Ric Mattice, who served for an extraordinary 50 years. Kieffer brings a career defined by leadership, transparency, and a deep connection to the people of Graham County.
A lifelong resident of Pima, Kieffer served as mayor of Pima from 1994 to 2002, where he led transformative infrastructure and utility improvements. He also spent 12 years on the Pima Town Council and eight years on the Pima School Board. For 20 years, he served as a volunteer firefighter and IEMT for the Pima Fire Department.
Beyond his public service, Kieffer is a successful cotton farmer and currently works as a chattel evaluator-AVP for AgWest Farm Credit, an agricultural lending cooperative. In this role, he supports the financial needs of agricultural producers, helping ensure sustainable growth and development in the industry.
Kieffer’s family shares a deep connection to EAC. Both he and his wife Lisa earned medical certifications at the College, while their children, Jerryd and JayAnn Kieffer Palmer, are also alumni.
“Eastern Arizona College has always been a cornerstone of our community,” said Kieffer. “I am honored to join the Governing Board and look forward to ensuring the College continues to thrive for both students and the people of Graham County.”
McMaster, a dedicated advocate for Eastern Arizona College, represents District 4, which includes Thatcher and parts of Safford. With a career spanning engineering, industry, and education, she brings a unique combination of experience and expertise to her role on the Board.
With a degree in chemical engineering and a minor in applied mathematics, McMaster worked for years in the oil and gas industry before transitioning to education. She retired as a high school math teacher, inspiring countless students to pursue STEM careers. Her professional background and dedication to education position her as a key contributor to the College’s strategic vision.
“Eastern Arizona College is a driving force for workforce development and community progress,” said McMaster. “I look forward to maintaining its role as a place where both students and the community can thrive.”
EAC President Todd Haynie commended the Governing Board’s new and returning members. “The Governing Board is essential to ensuring the College continues to meet the needs of our students and community,” said Haynie. “Since 1888, visionary leaders have shaped Eastern Arizona College. Vince Kieffer and Tina McMaster embody that same leadership, and I am confident they will guide the College toward a strong and successful future.”

The Graham County Community College District Governing Board comprises five elected members serving six-year terms. Meetings are held monthly, excluding July and December, and are open to the public.
