TUCSON — U.S. Representative Juan Ciscomani announced his official support for a massive bipartisan legislative package aimed at modernizing benefits, cutting administrative red tape, and expanding crucial health access for veterans across Arizona’s 6th Congressional District and the nation.
The legislation, titled the Take Care of America’s Veterans Act (H.R. 9237), represents a sweeping compromise negotiated between the House and the Senate. The package combines more than 60 bipartisan priority bills, including four measures directly introduced by Ciscomani, to deliver comprehensive upgrades to veterans’ healthcare, mental health resources, and family caregiver support.
Ending the “Wounded Veteran Tax”
A central component of the sweeping package is the Major Richard Star Act, a top-tier priority championed by veteran service organizations across Arizona.
Under current law, certain combat-injured veterans who are medically retired before reaching 20 years of service face a reduction in their benefits, effectively preventing them from receiving both their full military retirement pay and their VA disability compensation simultaneously. H.R. 9237 seeks to eliminate this policy gap, which currently impacts an estimated 54,000 wounded veterans nationwide.
“Those who sacrifice to protect our nation should never have to fight for the benefits they earned,” Rep. Ciscomani said in a statement. “Veterans across Arizona’s Sixth District made it clear that advancing the Major Richard Star Act was a top priority, and I’m proud to help move this historic package forward.”
Beyond addressing retirement pay gaps, the package extends vital funding for localized veterans’ healthcare, boosts suicide prevention initiatives, and injects much-needed resources into modernizing community VA medical facilities.
Key Ciscomani Measures Formally Included
The package incorporates provisions from four distinct pieces of legislation originally authored and introduced by Representative Ciscomani, focusing heavily on modernizing access and educational pipelines:
- H.R. 3951 (Rural Veterans’ Improved Access to Benefits Act): Streamlines disability claims and evaluation access for veterans living in rural or under-resourced areas.
- H.R. 1458 (VETS Opportunity Act): Focuses on improving the efficacy of veteran employment and transitional programs.
- H.R. 5702 (Expanding Access for Online Veterans Students Act): Safeguards and housing allowances for veterans pursuing online degrees.
- H.R. 668 (Coordinating Care for Senior Veterans and Wounded Warriors Act): Enhances inter-agency coordination for severely wounded and elderly service members.
Both the Rural Veterans’ Improved Access to Benefits Act and the VETS Opportunity Act previously cleared the House with overwhelming bipartisan support before being folded into the larger omnibus package.
Local Leaders and Advisory Council React
The announcement drew strong praise from local officials and members of Ciscomani’s Veterans Advisory Council, who cited the direct impact these reforms will have on southern Arizona’s high concentration of military families.
“H.R. 9237 addresses real friction points we encounter every week at Warrior Healing Center—access delays, disability rating appeals confusion, TAP access gaps,” said Dr. Tim Kirk, a retired Air Force Colonel and Executive Director of the Warrior Healing Center. “These aren’t theoretical problems; they block veterans from accessing what they’ve earned.”
Sahuarita Mayor Tom Murphy, who serves as the chairman of Ciscomani’s Veterans Advisory Council, emphasized the practical relief the bill promises to deliver. “This bill would cut through VA red tape, speed up claims processing, improve disability ratings for various conditions, expand access to mental health and community care services,” Murphy noted.
Sierra Vista Mayor Clea McCaa echoed those sentiments, highlighting the legislation’s importance to the Cochise County region. “With one of the highest concentrations of veterans in the United States, the people I represent in Sierra Vista understand the importance of improving services… H.R. 9237 would make a meaningful difference to the many veterans and military families that call our extraordinary community home.”
The Take Care of America’s Veterans Act is currently awaiting a full vote on the congressional floor as bipartisan coalitions push for swift passage.
