GRAHAM COUNTY — To reduce recidivism and expand educational opportunities inside the local jail, Sheriff Preston Allred announced Wednesday that the Graham County Sheriff’s Office will officially launch the I.G.N.I.T.E. initiative on Sept. 23.
The launch makes Graham County the second site in Arizona and the 44th in the nation to adopt the nationally recognized program, known formally as Inmate Growth Naturally and Intentionally Through Education.
Created by Genesee County (Michigan) Sheriff Chris Swanson, I.G.N.I.T.E. has grown into a flagship initiative of the National Sheriffs’ Association. The evidence-based program offers incarcerated individuals structured access to education, vocational training, and personal development opportunities aimed at improving post-release outcomes.
“We already have strong programs in our facility,” Sheriff Allred said. “I.G.N.I.T.E. strengthens those efforts and helps us create long-term, positive change for Graham County. We may be a small community, but when we work together as a team, we grow stronger.”
The program operates on a merit-based system, allowing participants to earn privileges through consistent class participation and course completion. Using modern technology, structured curricula, and local community partnerships, the initiative aims to shift the internal culture of correctional facilities toward personal development and rehabilitation.
According to the National Sheriffs’ Association, researchers from institutions including Harvard University, Brown University, and Stanford University have studied and verified the model’s impact.
Sheriff Allred emphasized that preparing inmates for successful re-entry into the community directly aligns with public safety goals.
“In Graham County, supporting effective reentry efforts is a critical part of maintaining public safety and strengthening our community,” Allred said. “When individuals are given the tools to succeed, it enhances stability for everyone we serve.”
Local leaders, community partners, and residents will be invited to the official Sept. 23 launch event to learn more about the curriculum and local implementation.
