SAFFORD — The City of Safford has completed its update of the City’s General Plan, a long‑range roadmap guiding community development, and the City Council adopted it on June 22, 2026. This updated City of Safford General Plan 2026 will now move to the Nov. 3, ballot for voter consideration as Proposition 405.
The General Plan outlines the community’s vision for growth, housing, transportation, recreation, historic preservation, environmental stewardship, and economic development. It guides City staff and elected officials as they evaluate development proposals, identify capital improvements, and refine local regulations. While the Plan serves as an important policy foundation, it does not change zoning, development regulations, or commit funding.
The 2026 update builds on the 2016 General Plan, retaining major goals while improving clarity, updating conditions, and streamlining the document for public use. Key themes such as responsible growth, neighborhood livability, and economic vitality continue to guide the City’s long‑term direction.

The updated General Plan includes nine chapters:
Land Use
Transportation & Circulation
Parks, Recreation, Trails & Open Space
Economic Development
Environmental Planning & Water Resources
Housing
Preservation, Revitalization & Redevelopment
Public Buildings, Services & Infrastructure Safety
Cost of Development
Because Safford’s population now exceeds 10,000, Arizona law requires voters to ratify the General Plan, making this the first time it will appear on the ballot. If voters do not approve Proposition 405, the current plan will remain in effect, and the City will be required to revise or replace it. If approved, the updated General Plan will take effect once election results are officially certified, no more than 20 days after Election Day.
