SAFFORD — As heavy machinery prepares to move in for the initial phases of the new Mayor Jason Kouts Park, the City of Safford has announced a temporary closure and detour for a popular section of the municipal multi-use trail system.
Beginning Monday, June 15, 2026, a portion of the paved path adjacent to the construction zone will be fenced off. According to city officials, the pre-emptive closure is necessary to establish a secure perimeter and guarantee the safety of both local trail users and active construction crews.
To accommodate walkers, runners, and cyclists who utilize the trail daily, Safford’s Public Works Department will deploy high-visibility temporary detour signage prior to the closure date. The detour will safely route traffic along an alternate path, allowing residents to bypass the construction zone and seamlessly reconnect to the primary loop that encircles the Safford Cemetery.
The First Phase of a Landmark Park
The temporary trail adjustment marks the first highly visible sign of the ambitious park project, which was heavily integrated into the city’s recently approved tentative budget for fiscal year 2026–2027.
Named in honor of former Safford Mayor Jason Kouts, the expansive recreation space is slated to become a crown jewel for the community. The first phase of development is bundled directly into Public Works’ current $14.9 million capital improvement and operational budget.
Once completed, the park is expected to feature modernized recreational amenities, green spaces, and enhanced infrastructure that will seamlessly integrate back into the city’s broader multi-use trail network.
Safety and Community Patience Requested
City officials are urging the public to exercise heightened awareness when traveling through the area. Motorists and pedestrians alike should look out for construction vehicles entering and exiting the site near the trail network.
“We appreciate your patience and cooperation as we work to bring this exciting new community park to Safford,” the city shared in a statement. “Please follow all posted signs and use caution when traveling through the area.”

There is currently no definitive timeline for how long the temporary detour will remain in place, as the duration will depend on the pace of the initial grading and utility installation for the park.
Residents with questions, comments, or concerns regarding the detour path or construction layout are encouraged to contact the Safford Public Works Department directly at (928) 432-4170.
